- Description
- The National Heart, Lung, and Blood Institute (NHLBI) intends to negotiate with Prospect Associates, Ltd. to continue various ongoing contract activities and to conduct activities to respond to emerging scientific issues through the completion of contract performance under contract N01-HO-99230. The contractor will continue to perform management and administration, performance project planning, development and implementation, and operations of the Health Information Network, and be able to respond to new scientific issues and DHHS initiatives in a timely manner. The period of performance remains unchanged. The authority to use other than full and open competition is 41 U.S.C. 253(c)(1) as set forth in FAR 6.302-1. The incumbent has been performing work under this contract and, therefore, has unique capability to provide the required services to the NHLBI without substantial duplication of cost and unacceptable delays due to contractor transition and learning curve.
