Description
The Department of Housing and Urban Development Departmental Enforcement Center's (DEC) will require the services of a Contractor to provide real estate assessment and comprehensive analysis of the projects under review. Services will include Confirmatory Review, Verification of Certifications by Owner Management Agents; Evaluation of MIO Plan; Architectural/Engineering/Environmental; Title Search; File Review/REMS Verification/File Review; Financial Services; and Restructuring services; and Fact Witness Services. This will be an Indefinite Quantity Contract for a base year of 12 months with three one-year options. All services will be performed for the Enforcement Center Offices located in Washington, New York, Chicago, Atlanta, and Fort Worth and Los Angeles. The solicitation will be issued on or about January 15, 2002. All potential small business offerors may submit proposals for the work identified in this solicitation. An award resulting from this solicitation will be made based on the descending order of precedence: to eligible HUBZONE business concern, provided that at least minimums of two (2) competitive (technical and cost) offerors are received. If a minimum of two (2) competitive offers from eligible HUBZone business concern are not received, the award of any contract resulting from this solicitation will be made to a eligible 8(a) business concern, provided that at least two (2) competitive (technical and cost) offers are received from qualified 8(a) business concerns. If a minimum of two (2) competitive offers from eligible 8(a) business concerns is not received, the award of any contract resulting from this solicitation will be made to a small business concern, provided that a minimum of two (2) competitive (technical and cost) offers is received from qualified small business concerns.
