- NA This draft Request for Proposal (RFP) for construction services with attachments are in support of the DoD, Defense Threat Reduction Agency (DTRA). The procurement shall be restricted to 8(a)certified firms with bona fide locations in New Mexico that are capable to perform under NAICS Code 233320. It is anticipated a single award shall be made from this acquisition. We are seeking industry comments on the draft RFP and intent of interest. The written comments and intent of interest are to be provided not later than 06 Mar 2002, 3 p.m. MST. A non-response will be considered as an offeror is not interested in this procurement and shall not be forwarded a copy of the final RFP. It is anticipated the final RFP will be released to the interested offerors the end of March 2002. Your attention is directed to Sections B, C, H, L, and M. Point of contact for this project is Denise Farris at 505.846-7791 and Shirley Bauer at 505.846.8799, fax 505.846.4246, at DTRA, Acquisitions and Logistics Branch Albuquerque ( ALTK), 1680 Texas Street SE, Kirtland AFB, NM 87117-5669. The information contained herein is for planning purposes and does not constitute an invitation for bids nor a request for proposal. The Government does not intend to award a contract on the basis of this notification or otherwise pay for the information p rovided. The work includes test support, facility maintenance support, and construction at the White Sands Missile Range (WSMR) facility known as the Permanent High Explosives Test Site (PHETS). Test support and construction support also extends to other DTRA test sites located at Kirtland Air Force Base and at the Energetic Materials Research Testing Center, Socorro, NM. Test support includes pre- and post-test support, excavation in soil and rock and recovery of test objects. Facilities maintenance includes: maint enance and repair of administrative and test support facilities; maintenance and repair of government-furnished vehicles and equipment; and warehouse management support. Construction support involves the construction of above ground and under ground test s tructures valued from $20,000 to construction efforts exceeding $500,000. The performer of this work will furnish all labor, equipment, and supplies for the project. Location: The primary work location is at the Permanent High Explosives test site located at the Northern portion of White Sands Missile Range, about 40 miles by road southeast of Socorro, NM.
