Description
The General Services Administration intends to negotiate a sole source award for FAIRECONRON Seven (VQ-7), Tinker AFB, Oklahoma to Spirent Systems Wichita, Inc. The contractor shall provide an Onboard Performance System (OPS). This is a software package for calculating and producing printouts of the following metrics for the Boeing 737-200 aircraft. The OPS has three modules as follows: (1) Take Off & Landing Performance; (2) Emergency Return Calculation; and (3) Ground Weight & Balance Determination. As a Minimum the software must be capable of: (4) Determining zero fuel; (5) takeoff weight; (6) ramp weight and takeoff center-of-gravity for multiple flights concurrently based on aircraft-specific parameters and environmental conditions; (7) Maintain a history of all calculations performed by each user; (8) Capture closeout times; (9) fuel quantities; (10) CG trends and data on specific loads for management analysis. The software must also make it possible to: (11) Maximize allowable takeoff and landing weight; (12) improve engine reliability and reduce maintenance costs by calculating optimum takeoff thrust; (13) eliminate/minimize requirement for paper-based information; (14) calculate emergency return-to-base profile based on real-time information; (15) reduce training costs thought a common graphical interface across different type/model/series aircraft; (16) customize the output for organizational-specific requirements ( forms, procedures etc.); and (17) operate in a network environment. Note: This software is proprietary and available only from Spirent Systems. The SIC Code is 7371 and the NAICS Code is 541511. All interested parties must submit a capability statement that sufficiently describes their qualifications and previous experience relevant to fulfilling the above requirement. Capability statements shall include evidence that the firm has previous experience in providing this requirement. Please provide the statements via e-mail only to joe.pechinko@gsa.gov by August 13, 2002; 4:30 p.m. Local Pacific Time. This notice is not a solicitation nor is it a formal Request for Proposal. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In the absence of responses from firms that believe they have the capability to provide these services, GSA intends to negotiate with Spirent Systems Wichita, Inc., 8710 E. 32nd Street North, Wichita, KS 67226.
