Description
The Government has a requirement for a VRLA battery for the Dolphin submarine and related engineering services to support the US Navy's goal of converting the main storage submarine battery on the Dolphin to commercial Valve-Regulated Lead Acid (VRLA) technology. This procurement consists of four tasks as follows: Task (1) - Design a VRLA battery based on Exide's ABSOLYTE 71A27 product for Dolphin submarine and provide a complete technical data package including a Bill of Materials (BOM), Drawing package, and Work Instructions. Fabricate and deliver 696 71A27 cells to complete the VRLA battery installation and 70 spare 71A27 cells. Task (2) - Design a VRLA battery cell tray adapting concepts under development for fleet submarine installations for fabrication and stacking of module trays in the Dolphin's batter compartment. Conduct shock and vibration analyses of the design and submit a report detailing the test results. Manufacture and deliver 232 modular battery trays and five spare battery trays. Provide engineering support throughout the installation process of the trays and cells. Task (3) - Manufacture a quantity of 71A27 cells and subject them to electrical and performance test as follows: Constant Current and Constant Power Discharge Curves (C/1 ? C/20), Typical Recharge Profile Curves (Voltage, Current vs Time), Thermal Management Data (Operational Temperature Profiles), Heat Generation Data (For Ventilation Requirements), Cycle Life Testing (Performed at Crane) Task (4) Create a Dolphin Technical Manual for the new battery. A fixed-price contract will be awarded. The Navy intends to solicit and negotiate this contract on a sole-source basis to Exide Corporation, d/b/a Exide Technologies, Lombard, IL based on FAR 6.302-1, only one source capable of meeting the Government?s requirements. See numbered note 22. This procurement will be processed in accordance with FAR Part 12 procedures, acquisition of commercial items. The alpha contracting process will be used and no formal solicitation will be issued.
