Description
The Air Armament Center (AAC) Joint Direct Attack Munition (JDAM) Program Office, AAC/YU, plans to contract with McDonnell Douglas Corporation, a Wholly-Owned subsidiary of The Boeing Company, for continued technical support that will provide JDAM with engineering, production, management and logistics support required to ensure technical baselines remain current and effective, along with the feasibility of future growth requirement/changes. This support is required through completion of JDAM production plus two additional years (estimated through FY11). This effort is anticipated to be awarded under multiple contract types such as Time and Material and Firm Fixed Price for a period not to exceed 8 years. This contract is anticipated to be an Indefinite Delivery Indefinite Quantity (IDIQ) contract. Tasks include: studies and analyses related to current and future expansion of JDAM system performance, simulation/modeling, evaluation of policy, budget and GFE obsolescence impact on production engineering baselines, analysis of technical issues arising between production hardware and previously integrated aircraft, and repair of government damaged assets. The McDonnell Douglas Corporation, a subsidiary of The Boeing Company, is the only company that has the detailed knowledge necessary to provide the needed support. No Government-owned technical data package exists to allow any other companies to become knowledgeable about the JDAM design. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer, Contract Specialist, or the Program Manager.
