Description
The Center for Cancer Research (CCR) of the National Cancer Institute is seeking a contractor to provide administrative support services. The contractor shall furnish all necessary skilled personnel, facilities and equipment, materials and supplies, except as may otherwise be provided by the government to provide necessary technical and professional support to the Office of the Director, CCR. The contractor shall perform, but not necessarily be limited to, the following work assignments: 1) Editorial Services. The CCR requires administrative support for the preparation of scientific manuscripts and research documents for publication. Turn-around time for a manuscript from pickup back to researcher is seven work days, however, it is estimated that one-third of the manuscripts will require a shorter time of two working days. Volume varies from 20-35 papers monthly, with an average length of 20-40 pages each. The task shall include, but not be limited to editing manuscripts, provide word processing services, maintain and update files of journal instructions, rewrite and reproduce reports and graphics. 2) Annual Report Preparation. Assist in the design of report formats and the collection, consolidation and compilation of reports, lists, and summaries; edit and type the material as appropriate and print 80-350 copies. 3) Conferences, meetings and workshop services. Technical support includes site identification, preparation of preconference materials, speaker and participant liaisons, facility coordination, on-site support, and may also include the compilation of proceedings. Meeting size range from small workshops of 10-15 to state-of-the-art scientific meetings with 250 participants. Approximately 20-50 conferences or workshops of one to three days duration are estimated per year. Meetings may be held simultaneously and may require an abbreviated planning phase with abbreviated planning time. 4) Miscellaneous General Support. These activities may include preparation of briefing materials, abstracts, slides, charts, or other graphic or visual work. The contractor shall provide support to distribute reprints of articles by CCR researchers, usually 300-500 reprints are ordered. 5) Records Management. The contractor shall assess date storage and retrieval needs. The contractor must be capable of supporting the CCR in all phases of this work assignment. MANDATORY QUALIFICATION CRITERIA. The contractor shall be expected, as part of fulfilling the work statement, to meet with the Project Officer at his/her National Institutes of Health (NIH) office to provide rapid turn-around of statistical data, processing of audiovisual or graphic materials, preparation of duplicated matter, logistical support, or other products within a 24-hour period. The contractor must be located so as to pick up data or graphic materials within ninety (90) minutes ground transportation travel time of the NIH, Bethesda, MD campus in order to provide the service that is needed within the requirements of the contract. Multiple deliveries and pickups of modifications of the same data, template, or graphics materials may be scheduled and due back to CCR within a 24-hour period. Overnight delivery service is not acceptable as the only means of material transfer. As a separate part of the technical proposal, the offeror must address and demonstrate in the proposal how the mandatory requirement will be satisfactorily met. Failure to meet the mandatory requirement will be grounds for exclusion from further consideration. The NAICS Code is 561110 with a small business size standard of $6M. This project is being solicited as a cost reimbursement, level of effort contract for a period of five (5) years. The RFP will be issued on or about August 20, 2002 and proposals will be due on September 23, 2002. This procurement represents a recompetition of contract N02-RC-76212. The incumbent contractor is Palladian Partners, Inc. The RFP will only be available electronically and may be accessed through the National Cancer Institute's Research Contracts Branch (RCB) home page at http://rcb.nci.nih.gov. POTENTIAL OFFERORS ARE RESPONSIBLE FOR DOWNLOADING THEIR OWN COPY OF THE RFP AND ANY AMENDMENTS. Anticipated award date is January 1, 2003. This acquisition is a 100% set aside for small business. No collect calls will be accepted.
