Description
The Health Resources and Services Administration (HRSA) intends to negotiate on a SOLE SOURCE basis with AgriWellness, Inc., Harlan, IA 51537. The purpose of this procurement is to provide HRSA with documentation and data on the effectiveness of delivering mental and behavioral health services to the rural agricultural populations and to ensure effective administrative links between the seven (7) states (IA, KS, NE, SD, ND. MN. WI) involved in the projects. AgriWellness, Inc. provides technical assistance and administrative support for the regional Sowing the Seeds of Hope (SsoH) program. AgriWellness, Inc. is the only rural-based regional entity able to provide the type of administrative and programmatic assistance neededby the project partners. There is no other organization in the geographic area which is regional (i.e., not state based) in design, which has a history of serving the rural agricultural population, and which has staff who are well-versed in behavioral health, agricultural and administrative services. Therefore, AgriWellness, Inc. is the only responsible source without substantial duplication of cost to the Government under authority 41 U.S.C. 253(1), as set forth in FAR 6.302-1(b)(1). This requirement will be awarded under FAR Part 13 - Simplified Acquisition Procedures. The anticipated period of performance is for a nine (9) month period. The NAICS code for this procurement is 541611. A Justification for Other than Full and Open Competition is on file. Fifteen (15) days from the date of the issuance of this notice, the Contracting Officer will proceed in accordance with FAR regulations to award a purchase order to AgriWellness, Inc.
