Description

The National Institute of Standards and Technology (NIST) plans to issue a purchase order on a sole source basis to Yong-Ki Kim Germantown, MD, under the authority of FAR 13.106-1(b). The objective of this requirement is to provide the following: expert professional services to provide calculated total ionization cross sections for several light ions that are important for modeling of plasma process in the fabrication of semiconductors, upper atmospheric events, rocket plumes, and in tokamaks. Most of the work is to be done according to the binary-encounter-dipole (BED) and binary-encounter-Bethe (BEB) methods that have been developed by Dr. Kim and colleagues. Work will be performed at NIST, Gaithersburg, MD. Dr. Kim is the only source for this service as he developed the methods required for this work during his years as a scientist at NIST. He has an understanding of the physics underlying the methods as well as the details of the calculations to be performed. He is also uniquely familiar with the formats needed to input the resulting data into the Ionization Cross Section Database maintained in the NIST Physics Laboratory home page. The period of performance is date of award through March 31, 2003. The anticipated award date is on or about 5 days from the date of this notice. This notice of intent is not a request for competitive quotations. Interested persons may identify their intent and capability to respond to the requirement no later than the response date above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. For information, call the POC identified below.
