Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Measurements International, Inc., of Ogdensburg, NY, for acquisition of one (1) commercial, off-the-shelf Automated Power Calibration System. The System will be used by the Electricity Division, Power and Energy Calibration Facility, at NIST, to calibrate commercial watt, watthour, var and varhour meters. *****Installation and Training shall be included and performed within a period of two (2) days.*****Delivery shall be FOB Destination, and be made within 180 days after receipt of order (ARO)*****Sole source determination is based on the need for an automated power calibration system that can meet all the following specifications: The system shall be capable of making automated power and energy measurements (active and reactive) for voltages between 60 volts and 240 volts, and for currents between 5 milliamperes and 100 amperes at frequencies of 50-70 Hz, and 400 Hz. The system shall make these simultaneous automated measurements on watt, watthour, var, and varhour meters with dc voltage outputs and frequency outputs. The system shall then store the data for each meter and generate a calibration report for each meter. The uncertainty of these measurements shall not exceed 20 ppm at 50-70 Hz and 50 ppm at 400 Hz. The voltage source shall have an uncertainty of 10 ppm or less, with short-term stability of 5 ppm. The system shall also be capable of measuring ac resistors to an uncertainty of 5 ppm.***** Measurements International, Inc. is the only vendor able to provide the Government with a system meeting all the above specifications.*****The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 Employees.*****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by August 19, 2002, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.*****
