Description
The National Institute of Standards and Technology (NIST) plans to issue a purchase order on a sole source basis to Vladimir Khromchenko, Gaithersburg, MD, under the authority of FAR 13.106-1(b). The objective of this requirement is as follows: Construct, assemble and test a set of fixed point blackbody sources, consisting of a) a high temperature unit with interchangeable crucibles containing aluminum, silver and copper, respectively, b) a medium temperature unit with interchangeable crucibles containing indium, tin and zinc, and c) a low temperature unit containing liquid nitrogen. This task includes filling of the crucibles with the appropriate metals, assembling the complete blackbody systems, operating and testing them. Testing will include evaluation of the length of time of usable operation for a single cycle and develop appropriate operation parameters for use of the blackbodies. Develop computer-controlled algorithm for automatic operation of each fixed-point blackbody. Dr. Khromchenko is uniquely suited to perform the tasks described in this document. As a member of the Radiometry and Radiation Thermometry Section of the All Russian Institute For Optical and Physical Measurements (VINIIOFI) (the Russian national metrology institute equivalent to NIST), Dr. Khromchenko headed efforts that developed state of the art blackbodies for radiometry and temperature measurement. These blackbodies, that Dr. Khromchenko has designed, are being used at standards laboratories across the world including the US (NIST), the United Kingdom (National Physical Laboratory) and Germany (the Physikalish-Technishe Budesanstalt). Dr. Khromchenko also has experience in developing and implementing the auxiliary systems required for operation and testing of the blackbodies. These include temperature measurement systems, including thermocouples, thermistors, and platinum resistance thermometers. The application and use of these instruments are critical to the optimum use of the blackbody and emittance measurement systems. This expertise is critical to the successful outcome to NIST's project to develop a world class spectral emittance facility. The period of performance is six (6) months from the date of award. The anticipated award date is on or about 5 days from the date of this notice. This notice of intent is not a request for competitive quotations. Interested persons may identify their intent and capability to respond to the requirement no later than the response date above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
