Description
The National Institute of Standards and Technology (NIST) plans to issue a purchase order on a sole source basis to Texas A&M Research Foundation, College Station, TX, under the authority of FAR 13.106-1(b). The objective of this requirement is as follows: Contractor will provide support for NIST in its role as US team leader for Annex 40 by contributing to the US team research and providing leadership on one of the five research areas. The work focuses on two objectives: Deliver a draft Annex document on use of whole building simulation in commissioning, and coordinate its review and revision by annex members and assume the role of leader for Subtask D2 "Use of Whole-Building Models in Commissioning" of Annex 40. Carry out direct preparation for the meeting and travel to the Fall 2002 Annex Meeting in Brussels (travel dates expected to be 9/30-10/6). Dr. David Claridge, is the Brockett Professor of Mechanical Engineering at Texas A&M University and Associate Director of the Energy Systems Laboratory in charge of the commissioning and analysis activities within the laboratory. Dr. Claridge is uniquely qualified to complete this work due to his experience in whole building commissioning and specifically his knowledge on the use of design models for commissioning. He has led development of the Continuous CommissioningSM process of system fine-tuning that has been implemented in over 100 buildings. The Energy Systems Laboratory at Texas A&M University is conducting research on several aspects of commissioning and diagnostics and is under contract to the Department of Energy to develop a guidebook for continuous commissioning. The period of performance is date of award through April 30, 2003. The anticipated award date is on or about 5 days from the date of this notice. This notice of intent is not a request for competitive quotations. Interested persons may identify their intent and capability to respond to the requirement no later than the response date above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. For information, call the POC identified below.
