Description
The National Institute of Standards and Technology (NIST) plans to issue a purchase order on a sole source basis to CH2M Hill, Inc., Portland, OR, under the authority of FAR 13.106-1(b). The objective of this requirement is as follows: Contractor will provide support for NIST in its role as US team leader for Annex 40 by contributing to the US team research. There are two objectives under this contract: Objective 1) Review approaches to cost-benefit aggregation. A component of commissioning case studies often includes a cost-benefit analysis within the program parameters. Lessons learned from the various approaches will inform the methodology for Annex 40; and identification of issues for methodology. The contractor will follow up the literature review conducted by identifying issues to be considered when developing the approach for compiling cost-benefit commissioning data for the commissioning projects participating in Subtask E of the Annex 40 Scope of Work. Contractor shall also need to assess the level of commissioning activities performed by building type. Objective 2) Using the findings of Objective 1, Contractor shall develop with LBNL a set of recommendations for compiling and reporting cost-benefit data that can be used by the Annex 40 commissioning project participants. Debby Dodds, Senior Consultant, CH2M Hill is uniquely qualified to complete this work due to her experience in analyzing commissioning studies and also due to experience working with the commissioning industry. Over the past 10 years, Ms. Dodds has performed market research and developed business strategies for how building commissioning can be integrated into current design and construction practices. Ms. Dodds was principal investigator for the Electric Power Research Institute Study, Providers of Commercial Building Commissioning and Diagnostics: A Market Profile, and the U.S. Department of Energy report, A National Strategy for Building Commissioning. She has worked with the states of Oregon, Washington, California, and Tennessee to identify current practice and develop program strategies for owners. Most recently she has been involved with the integration of commissioning services into standard program and construction management services as well as third party design reviews. She brings to the team an understanding of the U.S. market for commissioning services and how the different types of commissioning (new construction, retro-commissioning and continuous commissioning) provide different solutions to owner issues. The period of performance is date of award through January 31, 2003.. The anticipated award date is on or about 5 days from the date of this notice. This notice of intent is not a request for competitive quotations. Interested persons may identify their intent and capability to respond to the requirement no later than the response date above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
