Description
The National Institute of Standards and Technology (NIST) plans to issue a purchase order on a sole source basis to Amy Dorsey, Arlington, VA, under the authority of FAR 13.106-1(b). The objective of this requirement is as follows: Contractor shall develop measurements and standards for forensic gunpowder and gunshot residue determination as follows: Task I) Develop new gunshot residue sampling methods; Design and carry out experiments to test the collection of gunshot residues from both shooter and victim; Make measurements of the organic additive content of gunshot residues; and Evaluate the applicability of the organic gunshot residue measurements to forensic collection. Task II) Make accurate compositional measurements on Reference Material 8107 - Additives in Smokeless Powder: Perform quantitative powder additive recovery using ultrasonic solvent extraction techniques; Measure organic gunpowder additives against accurate calibration materials; Carry out stability studies on Reference Material 8107 - Additives in Smokeless Powder; and Prepare Report of Analysis detailing the results of the analytical measurements. Task III) Reporting results to the forensic community: Prepare draft manuscript describing the results of the residue sampling research. Work will be performed at NIST, Gaithersburg, MD. Amy Dorsey, has experience with forensic science as a fundamental component of her Masters degree studies. Her forensic knowledge and analytical laboratory skills combine to make her uniquely qualified to fulfill the requirements of this contract. The period of performance is from the date of award through September 30, 2003. The anticipated award date is on or about 5 days from the date of this notice. This notice of intent is not a request for competitive quotations. Interested persons may identify their intent and capability to respond to the requirement no later than the response date above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
