- This is a synopsis for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. FUNDS ARE NOT CURRENTLY AVAILABLE FOR THIS REQUIREMENT; HOWEVER, REQUEST FOR FUNDING IS INCLUDED IN THE FY03. This announcement constitutes the only synopsis. A proposal is being requested and a written solicitation will not be issued. Solicitation number F73PG13510100 is hereby issued as a Request for proposal. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-07. This acquisition is under NAICS code 48811. This requirement is for a sole source acquisition, see note 22. Nonpersonal services for operation and maintenance of Clinton-Sherman Airport to support aircrew transition training for Altus AFB, OK. Services will consist of administration, crash/rescue, fire department, airport maintenance and air traffic control. Request for proposal is being issued to South Western Oklahoma Development Authority of Clinton, Oklahoma. A firm-fixed price contract with some cost reimbursable line items for a base period of 1 Oct 02 through 30 Sep 2003 with nine one-year options is contemplated. This solicitation only has opportunities for subcontracting from South Western Oklahoma Development Authority. The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order: FAR 52.232-18 AVAILABILITY OF FUNDS applies: Funds are not presently available for this contract. The government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. FAR Clause 52.212-1, Instructions to Offerors-Commercial Items, (Oct 2000). It is incorporated by reference and applies to this acquisition. It is amended to read: Submit signed and dated offer on company letterhead to 97 CONS/LGCA, 205 s. 6th St Bldg. 318, Altus AFB, OK 73523-5147 at or before 1630 (4:30 p.m.) CST, 24 August 2001. Quotations may be faxed to (580) 481-7472. The Government reserves the right to make award without discussions.
