Description
17. The closing date for this solicitation is hereby extended until 18 April 2002, 4 EDT. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotation, DTCG38-02-Q-100026, incorporates provisions and clauses in effect through Federal Acquisition Circular 2001-06. The North American Industry Classification System number is 336413. The small business size standard is 1000 employees. This is an unrestricted procurement. The contract will be awarded using simplified acquisition procedures In Accordance With (IAW) FAR Part 13.5. The contract will be awarded as a firm fixed price contract. The Statement of Work (SOW) defines the tasks for the inspection and repair of HU-25 P/N 64845-201-1, Pressure Indicator, 18 EA. P/N 1914HJ, Pressure Switch, 17 EA. P/N 1-1213KB, Switch Stand by Sys, 28 EA. BACKGROUND: HU-25 pressure switch is a twisted tube actuated unit designated to set off a sequence of operations when the pressure in the fluid system has fallen below, or risen above, two predetermined values. HU-25 p/n 64845-201-1 triple gage indicator is a magneto electric unit operating with three potentiometer transmitters for hydraulic pressure indication. HU-25 p/n 1914HJ low pressure warning switch is a bellows actuated component which completes an electrical circuit when fluid pressure reaches a predetermined value relative to local ambient pressure. SCOPE: This SOW establishes the requirements for the inspection and repair of HU-25 P/N 64845-201-1, Pressure Indicator, 18 EA. P/N 1914HJ, Pressure Switch, 17 EA. P/N 1-1213KB, Switch Stand by Sys, 28 EA. The contractor shall be a Federal Aviation Administration (FAA) authorized repair center and have experience in repairing similar or like items. The contractor shall provide necessary labor, tooling, fixtures, parts, materials test equipment and facilities to inspect and repair the components to meet current functional performance and test specifications designated by the Original Equipment Manufacturer (OEM), Thales Aviation, of France. Work required under this SOW shall be performed IAW the OEM Component Maintenance Manuals (CMM). CMM 29-30-05 for p/n 1-213KB, pressure switch, CMM 29-30-10 for p/n 64845-201-1, triple gage indicator, CMM 31-09-03 for p/n 1914HJ, low pressure warning switch. Items covered in this contract which are received by the contractor missing consumable components are not considered to be cannibalized. Items requiring repair to the extent the total cost to repair exceeds 65% of the OEM new replacement cost, will be considered as beyond economical repair (BER). In the event the contractor considers a component listed in the contract to be BER, he shall contact the Contracting Officer, in writing, for disposition instructions. The letter shall identify the item number, P/N, and a breakdown of the price for parts and labor necessary to repair the component. Contractor shall not proceed with repair until authorization (or disposition) is received from the Contracting Officer. TECHNICAL INFORMATION: The Contractor must have access to all necessary maintenance and repair manuals, and performance/test/acceptance criteria and data to ensure that the equipment is repaired IAW current OEM specifications and the additional requirements specified herein. The Coast Guard does not own nor can it provide specifications, plans, drawings, or other technical data. QUALITY ASSURANCE: See FAR Clause 52.246-11. PACKAGING AND MARKING: The contractor shall comply with ASTM D 3951-98, approved Nov. 10, 1998, Commercial Packaging, Shipping and Storage Procedures.
