Description

Notice is hereby provided of the Government requirement to procure for construction of a courtroom, chambers and support areas approximately 5,400 sq. ft. located at the James M. Hanley Federal Building and Courthouse, 100 So. Clinton St, Syracuse, NY. The successful contractor shall furnish all necessary labor, materials, and supervision. The proposed construction includes, but is not limited to selected demolition, various alterations to existing walls, erection of new partitions, insertion of new ceilings, providing new finishes and built-in woodwork, and alterations to HVAC, plumbing, fire protection, and electrical systems. This procurement is open to competition between both large and small business concerns pursuant to the Small Business Competitiveness Demonstration Program (FAR subpart 19.10). The magnitude of this construction project is estimated between $500,000.00 - $1,000,000.00. The North American Industry Classification System (NAICS code is 233320 and the size standard is $28.5 million. Performance and payment bonds will be required following award pursuant to the Miller Act. A bid guarantee is also required. The solicitation will contain a 10% Price Evaluation Preference for HUBZone small business concerns pursuant to FAR 52.219-4; and an additional 10% Price Evaluation Adjustment will be available to small disadvantage business concerns from the states of AL, AR, IL, IN, KY, LA, MI, MS, NJ, NY, OH, OK, PA, TN, TX, AND WI pursuant to FAR 52,219-23 (ALT II). The required construction completion date is 240 days. The tentative solicitation release date is May 30, 2002. All responsible sources may submit a bid that will be considered by the agency. GSA is issuing this solicitation only electronically. Interested parties may access the solicitation at http://www.fedbizopps.gov. This site provides instructions for downloading the solicitation file. Notice of the solicitation and amendments to the solicitation will be available on the GSA FedBizOpps website. The solicitation, amendments to the solicitation, specifications and drawings will only be available through a secured Internet site. Interested parties shall send all requests to access the secured Internet site and requests for the solicitation to the attention of Harriet Mortas at the email address shown in this presolicitation notice. Contractors are requested to provide a street address, telephone number, business license or other documentation granted by the state or local jurisdiction to conduct business, valid DUNS number, valid IRS Tax ID Number, and email address. Contractors will also be required to sign a Document Security Notice which is available as a separate document under this announcement. Once the request for the solicitation has been accepted, two emails will be sent to the email address provided. The emails will provide instructions for entry into the secured Internet site and access to the solicitation. Contractors should request email notification from FEDBIZOPPS in order to remain apprised of solicitation availability. NO TELEPHONIC REQUEST WILL BE HONORED FOR THIS SOLICITATION.
