Description
NASA/MSFC plans to issue a Request for Quotation (RFQ) to General Atomics (GA) to procure the necessary design information required to fabricate an inductively heated vertical tube furnace and to procure specialized unique components required for furnace assembly. Pursuant to FAR 13.106, this requirement is considered to be reasonably available from only one source, GA, and competition is impractical for the following reasons: (1) GA designed and fabricated an inductively heated vertical tube furnace, which has unique capabilities and is the only known furnace of its type in existence. GA considers the design for this furnace to be proprietary; however, it is willing to provide the design information and specialized assembly components to MSFC to fabricate a duplicate furnace of its own. There is no known source other the GA, which can provide the required design information and specialized components. (2) There are no other known furnaces or furnace designs that will satisfy MSFC's requirements. Alternative furnace system designs have been considered but are not practical or economical. MSFC will utilize the furnace as part of a very high temperature coating and joining process system to fabricate refractory ceramic coatings on high-temperature carbon-carbon and ceramic matrix composites. The system will enable coatings to be fabricated at temperatures up to 2,550C {4,622F}, with vacuum operation up to approximately 2,700C {4,892F}. It will be capable of reaching temperatures of 2,550C in approximately 12 minutes. The specialized unique components required for furnace assembly include water-cooled quartz tube assemblies, carbon insulation and support components, graphite susceptors, and related fixtures, valves, manifolds, etc. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 7, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
