Description
The Environmental Protection Agency has a requirement for Benefits and Other Relevant Analyses and Methods Development for Evaluation of Air Pollution Control Policies. The requirement is to provide technical support for EPA projects including development of methods and analyses in support of regulatory and policy development, or proposed congressional legislation. These may include National Ambient Air Quality Standards (NAAQS), New Source Performance Standards (NSPS), standards for air toxics, Volatile Organic Compound (VOC) rules, New Source Review (NSR), Regional Haze, Federal Operating Permit and Implementation Plan Rules, components of reports to Congress, and other regulatory standards to control air pollution (i.e., mobile source programs, regional body policy actions, and cross-media programs). The successful offeror will provide technical assistance to include, support in reviewing data inputs and technical support documents, develop methods and databases for benefit and risk analyses, conduct benefit analyses, conduct risk analyses, prepare profiles of affected entities, develop analysis methods and conduct economic analyses, develop control strategies and conduct emissions inventory, air quality, and control cost analyses, conduct surveys and focus group sessions, review and revise resource manual, revise analyses and related documentation, prepare docket materials and reference documents, technical and administrative support for workshops, meetings, public hearings, and peer review panels, support for responses to public comments, and conduct training on models or methods and provide support for modeling and software development. EPA anticipates the award of a cost-plus-fixed-fee level of effort type contract with a base period of performance of twelve (12) months, with four (4) additional twelve-month option periods. The total duration of the proposed contract is sixty months. The procurement will be processed as a full and open competition; however, the Government reserves the right to award as a small-business set aside. The contract will consist of 18,000 base quantity labor hours and 6,000 optional quantity labor hours for each of the five (5) periods, for a total contract maximum of 120,000 labor hours. A DRAFT copy of the Conflict of Interest (COI) related clauses, provisions, and representations and certifications are posted on the Internet for information purposes at http://www.epa.gov/oam/rtp_cmd. The associated North American Industry Classification System (NAICS) is 541620 with a size standard of $6 million in average annual receipts over the preceding three fiscal years. The RFP will be issued approximately 09/15/02, and proposals will be due approximately thirty (30) calendar days after the RFP issuance date. The solicitation and amendments will be available at http://www.epa.gov/oam/rtp_cmd. If you obtain a copy of the solicitation via Internet, it will be your responsibility to frequently check the same site where the solicitation is posted for any amendments. Firms who do not have the capability to obtain the solicitation from the Internet, may submit a written request for a diskette with the solicitation in WordPerfect format from the contact point at the address above; however, only those firms who do NOT have the capability to obtain the solicitation from the Internet should request diskettes. Diskettes will not be sent to those firms who have Internet access. If you request a diskette of the solicitation, you will receive amendments by mail, unless you notify us otherwise. Telephone and fax requests will not be honored. Only one copy shall be sent to a corporate entity, regardless of the number of requests from one or more different geographic locations. All responsible sources may submit a proposal which shall be considered by the Agency.
