- Description
- The Fleet and Industrial Supply Center Puget Sound has a requirement for services to re-certify forty-nine high pressure air cylinders, in support of the Puget Sound Naval Shipyard, Bremerton, WA. Certification and testing of the cylinders shall be in accordance with the ASME Boiler and Pressure Vessel Code, Section VIII. The contractor shall be responsible for coordinating and providing OSHA all necessary information to permit OSHA to recognize the cylinders as being in compliance with CFR 29, subpart H, part 1910.101, subpart K, part 1915.172, and subpart M, part 1910.169. The air cylinders are mounted on skids and support skirts. The piping on the skids will require modification or replacement to meet code requirements. It is anticipated that approximately 16 air cylinders will be shipped to the contractor on 01 Oct 2002, 16 air cylinders shipped on 01 Dec 2002, and the remaining cylinders will be shipped to the contractor on 01 Feb 2003. Certification of each group of cylinders will be required within 2 months after receipt. The Government intends to award this contract on a firm fixed price basis. In order for all potential offerors to determine the condition of the air cylinders and skids, a site visit will be conducted at PSNS, on 21 Aug 2002, at approximately 1030. The site visit will be preceded by a pre-proposal conference in the FISC Puget Sound, 3rd floor conference room, at 0930. Any concerns or questions regarding the requirement and/or specifications will be discussed at that time. Offerors who wish to attend the site visit/pre-proposal conference shall contact the contracting officer, Mr. Victor Angkico, no later than 19 Aug 2002 with the following information: 1) Name of Company; 2) Name of individuals attending the site visit; 3) Phone numbers; 4) SSN; 4) Verification of US Citizenship. This information shall be provided via email to the following address: victor_b_angkico@puget.fisc.navy.mil. In no event shall failure to attend either the site visit or pre-proposal conference constitute grounds for a claim after award of the contract. It is anticipated that the RFQ will be issued on or about 08 Aug 2002, with offers due on or about 30 Aug 2002. This acquisition will be a 100% small business set-aside under NAICS code 332420 (500 employees). The procedures of FAR Part 12, in accordance with the test program of FAR 13.5, shall be utilized. When issued, the RFQ will be posted on the Navy Electronic Commerce Online (NECO) web link "www.neco.navy.mil". All offerors wishing to submit an offer, are responsible for downloading their own copy of the RFQ from this website (WinZIP or equivalent is required) and to frequently monitor that site for any amendments to the RFQ. No telephone or fax requests for the RFQ package will be accepted. An email request to "victor_b_angkico@puget.fisc.navy.mil" will be accepted in the event an offeror experiences problems downloading the RFQ from the NECO website. No bidders list will be maintained by this office. No paper copies of the RFQ and/or amendments will be mailed. Failure to respond to electronically posted solicitations or quotes and associated amendments prior to the date and time set for receipt of proposals or quotes may render your proposal or quote nonresponsive and result in the rejection of same.
