Description
Fleet & Industrial Supply Center Puget Sound (FISCPS) intends to procure Upper and Lower Rudder Shaft Sleeves (2 of each), Copper-Nickel Alloy cast, which meet the following requirements: 1) Upper sleeves shall be rough-machined, 28.50 inches +.062/-0.00 inches OD, 26.28 inches +0.00/-.062 inches ID, 8 ft 9 1/2 inches +.062/-0.00 inches long. 2) Lower sleeves shall be rough-machined, 21.00 inches +.062/-0.00 inches OD, 18.835 inches +0.00/-.062 inches ID, 5 ft 10 5/8 inches +.062/-0.00 inches long.; 3) the roundness of the inside diameter of the sleeves shall be within 0.015"; 4) the inside diameter of the sleeves shall be concentric to the outside diameter of the sleeve within 1/32"; 5) the straightness of the sleeve measured along the length of the inside shall be within 0.010". The material will be copper-nickel 70-30 per ASTM B369-96, UNS alloy C96400, centrifugally cast. Testing and data items are required as follows: hydrostatic testing, material certification (chemical/mechanical), radiography, weldability and liquid penetrant. Delivery of the sleeves is required within 90 days after date of contract. Initial inspection shall be at source with final inspection and acceptance at destination, which is Puget Sound Naval Shipyard in Bremerton, WA. FOB Destination, Bremerton WA. This acquisition will be conducted using FAR Part 12 and FAR Part 13.5 Commercial Acquisition. A firm-fixed price supply type contract is anticipated. This procurement is unrestricted. THE GOVERNMENT ANTICIPATES THAT FINAL NEGOTIATED PRICING WILL BE THROUGH A REVERSE AUCTION. All responsible sources may submit an offer via a reverse-auction electronic award process conducted by FISC Puget Sound. When issued, the RFQ will be posted on the Navy Electronic Commerce Online (NECO) web link "www.neco.navy.mil". It is currently anticipated that the RFQ will be posted at NECO on or about 16 August 2002, with a 15-day closing. All firms wishing to submit an offer are responsible for downloading their own copy of the RFP from this website (WinZIP or equivalent is required) and to frequently monitor that site for any amendments to the RFQ. No telephone requests will be accepted. No paper copies of the RFQ and/or amendments will be mailed. Failure to respond to electronically posted solicitations and associated amendments prior to the date and time set for receipt of proposals may render your offer nonresponsive and result in rejection.
