Description
This procurement is for a Plural Component Paint Spray System. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. N47408-02-T-0337 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2001-4. The procurement is 100% set-aside for Small Business; NAICS Code is 333911 and the small business size standard is 500 or less employees. DESCRIPTION: CLIN 0001 Quantity (2) each Plural component paint systems per the following requirements and as supplemented by the Basic requirements listed below. The feed stations consist of two (components A and B) 5-gallon drum lifts (with agitation equipment) that feed the metering pump. The drum handling system must be powered to eliminate excessive physical labor (e.g. pneumatic rams to raise and lower the equipment into the 5-gallon drums). The feed system shall operate at maximum capacity without cavitation. Equipment to be shipped to Tracy, CA. CLIN 0002 Quantity (1) Plural component paint system per the following requirements superceding/supplementing the Basic requirements listed below. The feed stations (that supply the metering pump) shall consist of two (components A and B) 55-gallon drum lifts and two (components A and B) 5-gallon drum lifts for a total of four lift stations all with agitation equipment. The drum handling system must be powered to eliminate excessive physical labor (e.g. pneumatic rams to raise and lower the equipment into the 55-gallon drums). The feed system shall operate at maximum capacity without cavitation. The paint system and all ancillary equipment (including the heaters) shall operate using a 50-cycle/kHz power source. The 100-foot material supply lines traveling to and the mixed material lines traveling from the mixing block shall consist of two 50 foot coupled segments each. Equipment is to be shipped to Tracy, CA. Basic Requirements - The Plural component equipment will combine two paint components, A and B, mixing them at a specified ratio and spraying them through a hand-held spray gun. The plural component paint systems should be compatible with current US Navy operational and maintenance practices. Mixture Ratio - The unit shall be set at a fixed ratio of 4:1 base (A) to hardener (B). However, the units component mixture ratio shall be capable of adjustment vice being continuously variable. Pumps shall use pivoting lever arm assemblies. To change the mixture ratio, the metering pump displacement piston pivot points are adjusted by relocating a pin or bolt on the lever arm. The accuracy of this configuration shall be plus or minus 3%. System Component Requirements - As a minimum, the plural component unit/system shall consist of the following components/assemblies discussed below. Two Component Metering Pump, Static Mixer (Easily removed/disposed), Remote Mixing Station - The remote mixing station shall recirculate unmixed components and return material to supply bins, mix components together (through static mixer), supplying multiple spray gun lines, isolate individual mixed material gun lines, solvent flushing of individual mixed material gun lines. Heaters - Material shall be passed through a heater and through heated/insulated supply lines. Heaters shall be capable of delivering material at a minimum of 120F to gun feed lines at the maximum rated capacity. Heater power requirements shall be dual 220/440 volts at 60 cycles. Heaters shall have variable thermostatic controls. Solvent Flush System - A 5000 psi, 1.0 gpm or greater solvent flush system shall clean out the entire plural feed system (remote mixing station, individual component feed lines, and main metering system) without the need for physical line or hose changeovers. Metering Ratio Check Station -The ratio check station shall verify mixture ratio and control flow of material. Automatic Shutdown - The unit shall be equipped with a ratio metering system that is calibrated to a minimum of plus or minus 3%. The ratio metering system shall be adjustable and contain a safety cutout feature for both the A and B components. Emergency Shutoff - A conspicuously mounted emergency shutoff switch shall be installed, resettable by key, and activated by pushing with the palm of the hand. Overpressure Safety Shutoff - An overpressure cutoff (blow plug or spring loaded regulator) shall be tied into the emergency shutoff switch, preventing reactivation prior to inspection. Cycle Counter - The Unit shall be equipped with a non-resettable operational cycle counter. Air Control Valve Reset - A mechanism shall be provided to mechanically or pneumatically reset (shift) the metering pump air motor control valve (usually a spool valve) for pneumatically driven units. Performance Requirements - Units shall handle high viscosity, solvent free coatings (with pot lives as short as 5 minutes) at greater than or equal to 5,000 psi (measured at the metering pump outlet) while operating at an ambient temperature of 40F and providing material at the gun at a minimum temperature of 77F. All units shall be capable of operating a minimum of two spray guns. Units shall be capable of delivering an adequate paint volume to achieve a suitable spray pattern without the use of viscosity reducing materials (solvents). Equipment Configuration - Unmixed material supply lines (1/2 inch for base component, 3/8 inch for hardener component) of 100 feet running from the metering pump to the remote mixing station and 3/8 inch 100 foot lines (plus standard whip lines) running from the remote mixing station to each spray gun. Maintenance Frequency - Units shall deliver a minimum of 1500 gallons of mixed material before any significant maintenance is required. Physical Layout - The unit shall be skid mounted or containerized. Skid mounted equipment can contain wheels for ease of movement. Units can consist of either one or multi-piece systems where the optional drum feed system is either attached or detached from the main metering pump assembly. The detachable drum feed system shall be self-supporting with respect to its pumps, regulation and agitators. Each piece of a unit shall have a lifting frame capable of supporting the entire load of the piece when fully loaded with material. The lifting frame of each piece shall comply with the requirements of the NAVSEA 0989-LP-030-7000 Lifting Standard. The unit shall list, in a highly visible and permanent manner, their total working weight to facilitate proper usage of lifting equipment. The entire system shall be explosion proof. For containerized units, all equipment within the physical boundaries of the container shall be fully functional and explosion proof, including equipment auxiliary to the pumping equipment, such as lights, heaters and ventilation fans. All skids and containerized units shall be fabricated with provisions that allow movement by forklifts, such as forklift pockets and by crane through mechanisms, such as pad eyes. Other Features - (to be included with each unit delivered) - Spray guns (including spare), Repair tools and supplies, Operation and Service manuals (Qty of 4), Technical support, A training video (if available), The warranty shall include a minimum of 1 year for parts and labor. Spare Parts Kit (as a minimum) - 10 gun tips/nozzles, 2 sets of static mixers, 1 extra set of hoses, 1 set of air motor piston seals/packings for both feed and main pumps, 1 spray gun. Equipment Installation - The contractor shall validate the equipment is in working order by operating the equipment within twenty-five days (25) after delivery. Contractor shall be notified by the Government when the equipment has been delivered and is ready to install. Operation of the equipment shall include modes and evolutions for which the equipment is intended to perform. The contractor shall verify that performance, controls, instrumentation and gauges indicate that the equipment is operating properly and within design parameters. Activity Personnel Training - The contractor shall provide all labor and resources for training of personnel at the receiving activity within thirty (30) days of delivery of the equipment. The training shall include operation and preventative maintenance evolutions on the equipment and shall be consistent with instructions in the contractor's operation and maintenance manual. The contractor?s instructor shall be expert in the operation and maintenance of the equipment and shall have a prepared training agenda. The contractor's operation and maintenance manual shall be used as a training aid. CLIN 0003- Shipping charges to Tracy, CA (if any).
