Description
The National Institutes of Health (NIH), National Cancer Institute (NCI), Cancer Information Service Branch (CISB) plans to procure services to update and maintain public education materials in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only combined synopsis/solicitation, and a separate written solicitation will not be issued. This solicitation includes all applicable provisions and clauses in effect through FAR FAC 2001-08 (June 2002). This requirement is set aside for small business. The North American Industry Classification System code is 541990 and the business size standard is $5M. Background: The Cancer Information Service Branch (CISB) operates the National Cancer Institute's Cancer Information Service (CISB) and develops a library of public/patient education materials. The CISB comprises three program areas that educate people about cancer. The Information Service answers questions by telephone and via instant messaging on the Internet, and offers recorded telephone messages. The Partnership Program collaborates with other organizations to develop appropriate cancer education programs that reach minority and medically under-served populations. The Research Initiative studies ways to improve the delivery of cancer information to patients, family members, and the public. CISB also creates educational materials that translate technical cancer information into terms the public can easily understand. These materials are posted on Cancer.gov, and hard copies are widely distributed to health professionals and the public. They also serve as principal resources for CISB staff. These materials include: 1) 25 booklets in the "What You Need To Know About Cancer" series, each one dealing with a particular type of cancer. 2) More than 150 fact sheets that present information about NCI and on a variety of cancer-related topics, including detection and diagnosis, treatment, coping and support, and research. 3) Approximately 20 recorded messages that provide general background information and describe health observances and current high-priority clinical trials. Contractor Requirements: The Contractor shall independently perform the following projects. 1) Edit/revise "What You Need To Know About Brain Tumors," What You Need To Know About Cancer of the Larynx," What You Need To Know About Leukemia," What You Need To Know About Melanoma;" 2) Oversee the revision of "What You Need To Know About Kidney Cancer;" 3) Assess the currency of the fact sheet collection, develop a timeline for updating, and provide support to CISB staff in editing and fact-checking these products; 4) Create a recorded message to promote NCI's National Lung Screening Trial; 5) Create other recorded messages, as needs arise and; 6) Provide general writing and editorial support to CISB and Public Inquires staff. Period of Performance: Upon award of purchase order through six (6) months, with three (3), six (6) month option renewals if exercised; FAR Clause 52.217-9 Option to Extend the Term of the Contract (March 2000) applies to this order. The requirement will be a fixed price order. This requirement includes MANDATORY QUALIFICATIONS CRITERIA that must be met in order for your quote to be considered for award: 1) a writer/editor with a minimum of five (5) years experience producing cancer-related publications in plain language for patients and the public; 2) a bachelor's degree, secure word-processing skills, and comprehensive knowledge of publication design, 3) expansive (i.e. prevention, detection, diagnosis, treatment including clinical trials and rehabilitation) knowledge of cancer, particularly including an understanding of melanoma, leukemia, lymphoma, and cancers of the brain, breast, cervix, colon, kidney, and oral cavity; 4) familiarity with cancer resources available to the public and, and 5) availability within 30 days after receipt of order. The contractor's facility must be within one (1) hour response time of NIH. MANDATORY INFORMATION: Quoters/vendors must provide descriptive literature, warranties, and/or other materials that demonstrate their quote meets the foregoing requirements. AWARD: It is anticipated that one award will be made from this solicitation. TECHNICAL EVALUATION: The major evaluation factors for this RFQ include technical and price factors. Award will be made based on lowest cost most technically acceptable. The following technical evaluation will be used by the Government when reviewing the technical portion of the quotation. The criteria below are listed in the order of relative importance with weights assigned for evaluations purposes: 1) Experience writing and editing scientific information in plain language for publications, recorded messages, the Web/Internet for patients, as well as public, scientific, and health professional audiences (35 points); 2) Availability of proposed personnel to work on-site (25 points); 3) Strong knowledge of, and experience in, writing about cancer causation, prevention, detection, treatment, rehabilitation, research, clinical trials, and the National Cancer Institute (20 points); 4) Suitability of person's education, training, experience, and accomplishments to perform the requirements without additional training or briefing about cancer (20 points) and; 5) Cost. PROVISIONS AND CLAUSES: The solicitation incorporates the NCI REPRESENTATIONS, CERTIFICATIONS AND OTHER STATEMENT OF OFFERORS OR QUOTERS (SIMPLIFIED ACQUISITIONS). The award document will incorporate the requirements of the clause at FAR 52.213-4, TERMS AND CONDITIONS- SIMPLIFIED ACQUISITIONS. This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given full text. Upon request, the Contracting Officer will make their full text available. Quotations must be in writing and should be submitted as follows: 1) a completed SF-18 that is signed by an authorized representative of the offeror, containing pricing information and if applicable, a delivery schedule; 2) completed REPRESENTATIONS, CERTIFICATION, AND OTHER STATEMENTS OF OFFERORS OR QUOTERS (SIMPLIFIED ACQUISITIONS); 3) descriptive literature and mandatory information, as noted above, and 4) acknowledgment of amendments, if any. The Representation and Certifications or other cited provisions and clauses may be obtained from Malinda Holdcraft, Purchasing Agent via electronic mail at holdcram@exchange.nih.gov or by fax 301-402-4513. The price and technical quotations and related materials must be submitted on or before 1:00 PM EDT (local Washington DC time) August 16, 2002. No collect calls will be accepted, No faxed copies of quotations will be accepted. Quotations that fail to furnish the required information or reject the terms and conditions of the solicitation may be excluded form consideration.
