Description
The Centers for Medicare and Medicaid Services intends to award on a sole source basis under Simplified Acquisition Procedures with James M. Robinson, Ph.D., F.S.A. of the University of Wisconsin, Center for Health Systems Research & Analysis, 1187 WARF, 610 Walnut Street, Madison, WI 53705 a contract to develop a Short Range Stochastic Project Model for the Hospital Insurance Trust Fund. Dr. Robinson is a Fellow of the Society of Actuaries and has a Ph.D. in statistics. He has specialized in the statistical analysis of income-security plans and health care insurance, including extensive use of stochastic techniques. The combination of his actuarial and statistical training, together with his advanced knowledge of stochastic processes and modeling, provide an ideal skill set for CMS? Office of the Actuary?s (OACT) effort to develop a stochastic project model for the HI Trust fund. Moreover, Dr. Robinson is intimately familiar with Medicare?s financial operations and with OACT?s existing deterministic trust fund projection methodology and stochastic methodology for the SMI trust fund. Dr. Robinson is the only person in the country who could undertake this project without need to spend a substantial amount of time acquiring an in-depth knowledge of Medicare trust fund operations, actuarial projection techniques, and/or stochastic projection methods. If there are no affirmative written responses received within (45) calendar days from the published date of this notice, a purchase order shall be awarded.
