- Description of Services: This analysis will make use of data from the Survey of State Directors of Vocational Education by focusing on various levels of disaggregation; and will include analyses of Perkins and Tech-Prep substate grant allocations. The analysis will describe patterns of vocational education funding allocations and accountability practices that affect particular states. The Survey of State Directors of Vocational Education is part of the Congressionally-mandated National Assessment of Vocational Education (NAVE), a set of studies that are examining a variety of policy issues related vocational education. The NAVE will provide information to Congress as it deliberates on the Carl D. Perkins Vocational and Technical Education Act of 1998 (Perkins III) reauthorization. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only on source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 10 days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The intended source is Westat for the following reasons: 1) Westat drafted and administered the Survey of State Directors of Vocational Education and has extensive subject knowledge and familiarity with the data; and 2) the analysis requires a short turnaround time, and Westat can do so without considerable start-up time.
