Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b) Only One Source Reasonably Available with Technology Service Associates, Inc, 451 Slaughter Lane, Cecilia, Kentucky 42724. NIST is conducting work to design, develop, and demonstrate a reference model architecture for robotic systems known as 4D/RCS. The program involves both simulated and live demonstrations of eXperimental Unmanned Vehicles (XUVs) performing all-terrain autonomous mobility for Reconnaissance, Surveillance, and Target Acquisition. To efficiently evaluate and develop emerging technologies and to aid in planning future technology, it is necessary to have the XUV software systems linked to OTBSAF. NIST requires expert contractor support to enhance the level of integration developed between the 4D/RCS architecture and OTBSAF (OneSAF (One Semi-Automated Forces) Testbed Baseline) and to extend the supported environment to include on-road missions. Technology Service Associates, Inc, was principally involved in the development of the 4D/RCS - OTBSAF over NML (a NIST developed messaging language). The proposed contractor possesses the requisite expert knowledge and direct experience to meet the requirements within strict budgetary constraints. A labor hour purchase order is anticipated. The period of performance shall be one year from the date of award. The NAICS code for this acquisition is 541710 and the size standard is 500. Interested parties may identify their interest and capability to respond to the requirement, in writing, however, THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITION. The Government will consider all responses received by the closing date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A Request for Quotation is not available.
