Description
The National Institute of Standards and Technology (NIST) intends to enter into a sole source purchase order with Dr. David Dunmire to maintain and advance state-of-the-art laser-based Raman spectrometers and microscopes. It is believed that Dr. Dunmire is the only candidate available with expertise in lasers, optics, Raman spectroscopy, biological molecules, synthesis and characterization, computation algorithms and software, and mathematical analysis of optical spectra, particularly vibrationally spectra. The Contractor shall also maintain and advance optical detection system, including monochromators and cryogenically cooled scientific grade CCD arrays. The Contractor shall apply these laser sources and detectors to the vibrational spectroscopy of biological and organic molecules. Additionally, the Contractor shall design and implement a system for studying the biomolecules under physiologically relevant conditions, be responsible for preparing samples including: synthesis and separation of nanoparticles and characterization techniques, and analyze and interpret the Raman Scattering data using fitting techniques appropriate to analysis of vibrational spectra. The Government anticipates the award of a firm-fixed price purchase order on or about September 15, 2002. The proposed requirement is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. However, the Government will consider all capability statements received by August 16, 2002. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. A Request for Quotation (RFQ) package is not available.
