- Description
- The United States Agency for International Development (USAID) is issuing a Request for Proposals (RFP) for the overall management of the third and final phase of the Advanced Training for Leadership and Skills (ATLAS) activity which will last for a period of five years. The goal of the ATLAS activity is to improve the performance of countries, institutions, communities and individuals through higher education partnerships for academic/leadership development and enhancement. The purpose of the activity is to provide individuals with the advanced skills and technical abilities of academic/leadership development, thereby strengthening the capacity of universities and colleges, research centers, public and private sector entities, and other key development institutions. A competitive, performance-based contract will be awarded to the most qualified offeror. The offeror will be responsible for assembling and managing a diverse team of partners capable of implementing the activity and contributing an array of expertise and resources specific to sub-Saharan Africa. A firm and detailed commitment will be required from each of the partners proposed. To help identify potential subcontractors and partners including small businesses, small disadvantaged businesses, women-owned small businesses, HUBzone small businesses, Historically Black Colleges and Universities (HBCUs), organizations interested in the solicitation are encouraged to indicate through e-mail their interest in being included on a subcontractor list and indicate their status. A list will be compiled and attached to the solicitation, once issued, containing the names of prospective subcontractors and identifying their status. By providing the list, USAID does not endorse the listed organizations as being capable of carrying out the activity, nor does USAID verify the claimed status of the organizations. This list will contain the names of only those organizations prior to the issuance of the solicitation. The North American Industry Classification System (NAICS) codes for this solicitation is 611710. The Small Business Size Standard is $5 Million. Interested offerors may register at http://www.fedbizopps.gov to receive notification when the solicitation and any amendments are issued and available for downloading. Please note that the General Services Administration provides the notification service as a convenience and does not guarantee that notifications will be received by all persons on the mailing list. Therefore, we recommend that you monitor the FedBizOpps site for all information relevant to desired acquisitions. The preferred method of distribution of USAID procurement information is via the Internet or by request of a solicitation on a 3.5" floppy disk (Word format). If you require a copy of the solicitation in paper form, you must specifically ask for it, but you will not receive both a copy in paper form and a floppy disk. Receipt of this RFP through Internet must be confirmed by written notification to the contact person noted in this announcement. It is the responsibility of the recipient of this solicitation document to ensure that it has been received from the Internet in its entirety and USAID bears no responsibility for data errors resulting from transmission or conversion processes.
