Description

The Uniformed Services University of the Health Sciences (USUHS), Bethesda, MD requires an annual firm-fixed price, requirements contract, for the annual certification of Biological Safety Cabinets (BSC) at the USUHS for one base year and four option years. Contractors shall furnished all labor, travel, and materials for on-site certification, and decontamination if needed of various Class II (types A and B) BSCs. This is to include any needed return visits (labor, travel and materials) to certify cabinets that had originally failed because of needed repairs, maintenance and/or High Efficient Particulate Air (HEPA) filter changed out. Factors that will be considered are technical capability and price. Technical capabilities and past performance, when combined are approximately equal to cost or price. Failure to provide the information relative to each evaluation factor may render offer non-responsive. 1) TECHNICAL CAPABILITY: Technical capability will be based on background/capability - provide backgrounds of certified (NSF certified technicians) and experienced personnel for all certification and decontamination procedures; past performance ? show proven record of providing on-site certification, and decontamination of various Class II (types A and B) BSCs and/or servicing organizations with similar missions. Any resulting award will be issued to the offeror offering the best value to the Government, price and other factors considered. 2) PRICE: Includes all labor, materials, equipment, and transportation costs. Evaluation is based on best value including cost and technical ability to meet stated requirements above. Technical acceptability will be determined solely on the content and merit of the information submitted in response to this announcement. Therefore, it is essential that offerors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. As of 31 May 1999 all Contractors must be registered in the Central Contractor Registration (CCR) Database as a condition for contract award. Contractors may register in the CCR through the World Wide Web at http://www.ccr2000.com.
