Description
NASA/JSC plans to issue a Request for Proposal (RFP) for 20 Proto Multiplexer-Demultiplexers (MDMs), 12 MDM Input Output Platforms (MIOPs), and associated circuit cards. The International Space Station (ISS) Software Integration Laboratory (ISIL) consists of a series of MDMs strung together in a unique rig that represents the avionics components of the ISS. During the last few years, ISS management has embarked in an enhancement of the ISIL. The main feature of this enhancement is the change of all Functional Equivalent Unit (FEU) MDMs with Proto MDMs of a much higher fidelity. The Proto MDMs also require a MIOP so that it can interface with the Real Time Input Output Platform (RTIOP). This procurement is to purchase the required parts to complete the enhancement of the ISIL. NASA/JSC intends to purchase the items from Honeywell, Space Systems Glendale, under the authority of FAR Part 6, 10 U.S.C. 2304(c)(1), Only One Responsible Source. No other sources have been identified for this product. The ISS MDMs and MIOPs are unique end items that would not provide a new supplier with an adequate business base given the limited business opportunity. Honeywell designed and built all of the MDM types in use on board the ISS and those used for software development, integraton and testing. They also designed and built all MDM and MIOPs provided for the ISIL. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See note 22.
