- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only REQUEST FOR QUOTATION (RFQ); quotes are requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. RFQ No. (Solicitation Number) 6321-00-BIRKETT is issued as a Request for Quotation (RFQ) under FAR Part 13, Simplified Acquisition Procedures. The complete solicitation is enclosed. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-07. This procurement is in support of SPAWAR San Diego, CA 92152 and their technical requirements are specified in the enclosed. This procurement is set aside for small business. Offers are being solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered non-responsive and will be rejected (unless only offers from non small business concerns are received). The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to this notice will be most advantageous, representing the best value to the government, price, and other factors considered. Field of view: 8 degrees horizontal, 6 degrees vertical ? Focus range: 4m to infinity ? Video output resolution: 480 (H) TV lines for daylight / colour channel & 560 (H) TV lines for corona / monochrome channel ? Video output camera resolution: NTSC: 570(H)x350(V) ? TV lines & PAL: 560(H)x420(V) ? TV lines ? Temperature Range: Operating Temp ?10 degrees Celsius to 60 degrees Celsius, Storage Temp: -5 degrees Celsius to 50 degrees Celsius ? Hardshell Carrying Case This camera must be able to offer/achieve the following: Offer the bi-spectral capability to operate and detect corona during daylight conditions; 60 frames per second video speed to allow for detection of lower energy corona prevalent in the early phases of component failure; allow for earlier detection of corona; solar blind filter capabilities; capability to look at other corona phenomena on antenna components that might otherwise go undetected because the UV emissions from the sun would overwhelm the cameras sensitivity during daylight use & must have increased sensitivity for low noise detection.
