Description
NA The U.S. Army Space and Missile Defense Command currently has a contract DASG60-94-C-0048 with The Boeing Company, Space & Communications Group, Electronic Systems & Missile Defense Division, 3370 Miraloma Avenue, Anaheim, CA, 92806 for development, operat ion, maintenance and upgrade to the Portable Optical Sensor Testbed (POST) capability to test, characterize and calibrate infrared sensor systems. The Ground-Based Midcourse Defense (GMD) Program Management Office (PMO), Huntsville, AL, has a requirement for follow-on effort with The Boeing Company, Space & Communications Group, Electronic Systems & Missile Defense Division, 3370 Miraloma Avenue, Anaheim, CA, 92806. This follow-on effort is pursuant to the authority of 10 U.S.C. 2304(c)(1) and 2304(d)(1) (B), as implemented by FAR 6.302-1 and 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements. These test capabilities require the use of highly sophisticated, complex chambers operating at cryoge nic temperature (20K) and a hard vacuum (10-8 Torr). The operation, upgrading, and maintenance of the POST, coupled with executing the requisite tests and analyzing the test data, requires a very specialized expertise. It is also a requirement to perfor m studies and analyses necessary to ensure that the POST capability will continue to meet test requirements of future sensors. The POST was developed in 1975 by McDonnell Douglas Corporation, which was subsequently acquired by The Boeing Company. Boeing has continually operated the POST for the last 26 years. The government has a continuous critical need for the POST from November 2002 through September 2007 as it moves forward with the continued development and limited emergency deployment of a Nation al Missile Defense. A TOP SECRET facility clearance is required. The proposed effort will not be opened to foreign participation. Interested firms should submit their written qualifications to U.S. Army Space and Missile Defense Command,ATTN: SMCD-CM-CT , W.L. Schick, and should reference ?DASG60-02-R-0019.?
