- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This purchase request (PR) will be issued as a request for quotation (RFQ) under the following PR: F565AS21550200. . (iii) This PR and the provisions and clauses incorporated are those in effect through Federal Acquisition Circular (FAC) 2001-07 (iv) This acquisition is unrestricted in regards to size standards. The applicable NAICS is 514191 and the small business size standard is $21.0M (v) This RFQ contains 001 line item(s): Flight Planning Services to be provided for on a per flight hour per month basis : Lump Sum for the Fiscal Year 2003. (vi) Description of Requirements : A Commercial Package 1. Jet Plan ? Unlimited, fully optimized flight planning services to include center filing with approved facilities. (Full, short, abbreviated, low altitude, route proof). Automatic Flight plan filing included. 2. Textual Weather ? Unlimited non-graphic worldwide weather information. 3. Graphic Weather reports. 4. Interactive NOTAM service ? Unlimited; Airport/FIR/FDC. 5. Customer will have access to color graphic maps using AWG. Usage will be charged at the applicable per chart rate in the then current fee schedule on an ?as-required? basis. 6. Route analysis included in costs 7. Enroute charge reports. 8. Stored route database included in costs. (vii) The performance period will be 1 October 2002 to 30 September 2003. Place of performance is 65AS/CCM, 290 Vickers Ave, Hickam AFB, HI. Acceptance will be performed by the Government. (viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. (ix) Offers will be evaluated using the following evaluation factors: Price, Technical evaluation and Past Performance. The contract will be awarded to the offeror that provides the best value to the government. (x) All offers must include a completed copy of the provision at 52.212-3 , Offeror Representations and Certifications -- Commercial Items (See Attached) (xi) The clause at 52.212-4 , Contract Terms and Conditions -- Commercial Items applies to this acquisition along with the following addenda: 252.204-7004 ?
