Description
The Department of Transportation's TASC Acquisition Services plans to award a non-competitive purchase order to the National Institute of Statistical Sciences (NISS) of Research Triangle Park, NC, on behalf of the Bureau of Transportation Statistics (BTS). The purpose of the project is to conduct a study entitled "Methods for Data Quality Assessment and Measurement." The purpose of the study is to obtain independent outside expertise to ensure that the BTS statistical methodology for assessing data quality represents the state of the art, and that any ratings and measures of data quality derived from the assessments are both appropriate for Federally disseminated information and statistically accurate and reliable. The Bureau of Transportation Statistics believes that NISS is the only organization with the unique combination of strengths to conduct this study, such as these listed: (1) As a National institute, NISS has unique access to the US statistics, mathematics, and scientific communities, and has extensive contacts as well in the social and policy sciences. Its extreme breadth enables it to address a wide range of problems in the development of new theory and methodology; (2) NISS has a focus on data quality with an emphasis on Federal statistics. It has proven experience and accomplishments in areas that are tied closely to data quality, including data confidentiality and data integration; (3) NISS is widely recognized and respected in the statistical community. It was established by national statistical organizations (including the American Statistical Association) and the Research Triangle Universities. Its affiliates include major government statistical agencies (e.g. the Census Bureau, BLS, NCES, NIST), and major university departments of statistics, and (4) NISS has a strong record of success in cross-disciplinary research, especially in areas such as data quality, characterized by complex, ill-structured problems. It is the only organization in the country with the explicit mission of catalyzing new areas of cross-disciplinary research.
