- ACC Contracting Squadron, Langley AFB, VA is in the process of determining the acquisition strategy for a potential requirement to provide all personnel, equipment, tools, materials, vehicles, supervision, (except as specified in Appendix 3 as government-furnished property and services), and other items and services necessary to perform the management and operations of Weather Forecasting functions as defined in the Statement of Work (SOW) for multiple Army locations. The essential outcome required is that the service provider record and disseminate timely, accurate, and relevant airfield weather forecasts, observations, and aircrew debriefings at multiple Army locations identified in the SOW in accordance with (IAW) all governing federal directives and manuals listed in the SOW. The service provider shall ensure all work, services, and operations are in compliance with local, state, and federal laws and regulations. The historical workload data is listed in appendix A. NAICS Code 541990 is applicable to this effort. We are seeking information and comments from industry on various topics that will be used to refine the requirement and acquisition strategy to include the following: (a) The government is contemplating a Firm-Fixed Price type of contract to fulfill this requirement. (b) Initial research indicates this service is commercial in nature and we are soliciting beneficial commercial practices and terms and conditions for consideration. (c) This potential requirement may be set-aside for small business participation pending the interest received in response to this synopsis. Interested small businesses that believe they have the capability to perform should respond to the POC below with affirmation that they are a small business under the above applicable NAICS code. Updates to this posting will be made periodically as the requirement becomes more refined. It is anticipated that a draft Request for Proposal (RFP) and draft Statement of Work (SOW) will be posted for input from all potential offerors. All documents associated with this projected requirement will be posted on the FedBizOpps website, www.eps.gov. If the Government intends to hold a preliminary industry day meeting or conference, the relevant information regarding this event will be announced in a future FedBizOpps posting.
