Description
The EPA has in effect contract 68-C-98-005 with DCT Incorporated, 501 East Cherokee, McAlester, Oklahoma 74502-1853. The purpose of the stated contract is to provide operations and maintenance services to all of the EPA's Cincinnati, Ohio facilities. The facilities support services are grouped into the following major work areas: I - facility operations; II - maintenance repair and III - facility support services. Under area I the contractor is required to provide skilled boiler operators licensed by the state of Ohio, while under area II the contractor is required to perform planned preventative maintenance and associated repairs in addition to ad hoc maintenance and repairs and under area III the contractor is required to perform miscellaneous alterations, perform work requests, respond to service calls and maintain facility blueprints and drawings. Specifically, the performance of these services will allow for continued contractor effort in the operation and monitoring of critical systems, i.e., boilers, air conditioning, fume hoods and associated systems, which sustain the EPA's research activities in its Cincinnati facilities. These systems are continuously monitored by the contractor 24 hours a day, 365 days a year. Additionally, the contractor monitors fire warning and suppression systems. The EPA has initiated a follow-on Request for Proposals (RFP) PR-CI-02-10653 which will provide similar services with the award projected for 11/15/02. Pursuant to Federal Acquisition Regulations (FAR) 6.302-2 as cited in 41 U.S.C. 253(c)(2) the EPA intends to negotiate on a sole-source basis to add Option Period 5 to contract 68-C-98-005. The new Option Period 5 will be from 10/01/02 through 11/30/02 in order to ensure continued contractor support until the follow-on contract is awarded. This notice is not a request for proposals. Sources wishing to be considered must submit documentation to the office identified above to establish: 1- that the firm has available the requisite personnel to perform the identified work; 2 - that the firm has sufficient experience performing similar work for EPA and 3 - that the firm has a management plan in place which will ensure commencement of services by 10/01/02. Documentation should be submitted within 14 days of publication of this notice for consideration by the Government.
