Description
This requirement is for two (2) each of a tank cleaning vacuum pump system, which shall be designed to remove all types of oil and sludge from bilges, lubricating oil tanks, fuel oil tanks and sanitary tanks during cleaning operations, and to maintain a constant suction on bilges when test water from the hydro testing process is being dumped. The vacuum pump cleaning system shall be capable of lifting, by vacuum, the residue of all types of oil and sludge left in bilges, fuel and sanitary tanks to a minimum height of 65 feet through a maximum of 580 feet of hose. The bilges or tanks being emptied on naval vessels may contain rags, paint brushes, feminine hygiene products, paper products (including printed material), wood chips and nuts, bolts, discarded welding rods, lost small hand tools, etc., made of both ferrous and non ferrous metals. The design and construction shall include all components, parts, and features necessary to meet the performance requirements specified herein. All parts (including pump and motor) subject to wear, breakage, or distortion shall be accessible for adjustment, replacement, and repair. NOTE: The system is to be designed so as to gas free the bilge or tank at the same time as cleaning it. The system shall be suitable for unprotected outdoor service in a dockside environment and conditions stated in this specification under operation environment. The contractor shall provide all labor, materials, transportation, equipment, tools, supervision, and management efforts necessary to provide and install a complete and fully functioning vacuum pump cleaning system as outlined in the Vacuum Pump Systems Equipment Specifications. This procurement is being processed in accordance with FAR Part 12, Acquisition of Commercial Items and is 100% set-aside for Small Business. A Firm Fixed Price Contract will be awarded using Simplified Acquisition Procedures under FAR 13.5 Test Program for Certain Commercial Items. The North American Industrial Classification System (NAICS) is 33319 and the Small Business Size Standard is 500 or less employees. The Government contemplates award of a Firm Fixed Price (FFP) contract. In accordance with FAR 5.102(a)(1) availability of the RFQ will be limited to electronic medium. The RFQ will only be available via download from the Naval Facilities Engineering Command E-solicitation web site at http://esol.navfac.navy.mil. It will be the contractors responsibility to check for any posted changes. All contractors must be registered in the Central Contractor Registration (CCR) database prior to award of any DoD contract. Contractors may register via the Internet at http://www.ccr.gov. The issue date for the RFQ is on or about 15 AUG 2002 with a closing date 16 SEP 2002. Anticipated contract completion date: 14 JUL 2003 or sooner. Evaluation criteria for award will be made based on Low Price/Technically Acceptable.
