- NA The orginal synopsis posted 5 July 2002 has been amended to read as follows: The solicitation shall be restricted to a Small Business Set-a-side, Note #1. A preference evaluation shall not be used for Hubzone or SDB qualified contractors. Approximately 90% of the conduit is in place. Conduit installation will be included as part of the lump sum pricing for the base price. There is one option included in the proposal. Evaluation of lowest price for award purposes shall be based on the option inclusive with the base price. This proposal shall be evaluated based on FAR Part 15.101-2, Lowest Price/Technically acceptable evaluation of offers. The contractor who provides the lowest price and meets the requirements as spelled out in the solicitation of non-c ost factors shall receive the award. The non-cost factors include: Past Performance of both the contractor and any subcontractors; a minimum of 5 years work experience for the persons actually performing the work, at the type of work required for the per formance of this project, typically fiber optic/ teledata cabling installation, a Certified, written Fifteen (15) year warranty for Category 5e compliance for the data network. Certification of compliance is required. Contractor is required to submit wri tten documentation of proper surety for performance and payment bonds. The solicitation shall be available for all registerd offerors from the website: http://www.neguard.com/contracting through the Electronic Bid System. All contractors are required to register on the system to receive this solicitation. A Bid bond shall not be required with submission of proposals. Failure to submit the required information as spelled out in Section L of the Solicitation shall render the proposal ineligible for consid eration. All other information made previously available, if not addressed in this synopsis, is still applicable.
