Description
The Human Systems Program Office, 311 HSW/YA, intends to issue a 100% small business set-aside solicitation for a rugged Deployable Oxygen Generation System (DOGS) to include a First Article Contractor Test and Interim Contractor Logistics Support. Relative NAICS code 339112. The Government is seeking a contractor to provide an oxygen generation system to include support, which the Government will use in support of military and humanitarian operations throughout the world. The Government intends to award a Firm Fixed Price Indefinite Delivery/Indefinite Delivery (IDIQ) contract with a five-year ordering period, with an additional two-year option period to complete performance. Funds are not currently available. The contractor will demonstrate their system complies with Government requirements and agreed to delivery schedule. Quantity: Best Estimate Quantity (BEQ) is 408 each. Minimum ordering BEQ is 24 each. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
