Description
Purchase of Electrostatic Discharge Monitoring System Reference Number F2ZJME20440100 This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the prescribed format of the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation and notification; quotes are being requested and a written solicitation will not be issued. Lackland AFB intends to issue a purchase order to Novx Corporation, a small business, for the acquisition of 1 each of the Novx Series 5315 Workstation/Process Equipment Monitor and the Novx Multiplexing Data Acquisition Software System with installation of the workstation monitors, DARTS, Multiplexing system and all cabling. If no compelling responses that meet the Government?s requirement, and offer lower prices, terms and conditions, which are equal or more advantageous to the Government, are received, a purchase order will be issued to Novx Corporation. Should the contracting officer determine that it is in the best interest of the Government to compete this procurement, notification will be posted. Simplified acquisition procedures, as defined in FAR Subpart 13, will be followed. The North American Industry Classification System Code (NAICS) is 334516 and the small business size standard is 500 employees. Delivery of purchased items will be FOB Destination with earliest possible delivery to CPSG ZJME F2ZJME, 250 Hall Blvd, Suite 124, San Antonio, TX 78243. Written quotes must be received by 30 July 02, and should be faxed along with the completed Offeror?s Representations and Certifications to Mary Esther Castillo at 210-671-3179. This is a requirement for a continuous electrostatic discharge computer-based monitoring system capable of voltage measurements +/-5% for multiplexing from 15 separate work stations. Alarm threshold for the unit should be adjustable from 5 to 500 volts. System must have wrist strap monitoring as well as ground monitoring capabilities, must be able to convert instrument analog output signals to digital protocol, must be able to monitor work station ionization systems and other similar products, must be a low cost system with real time detection with audible and visual alarms, and must have remote wrist strap box panels for installation at work stations. Daisy chain capabililty is a must for multiplexing to minimize cabling, installation, and operating costs. Supporting software must provide continuous testing with programmable data capture rates, alarm level set-points, and time-stamping of alarms. Data format for report writing and historical trend analysis must be easily transportable/exportable/importable to current Air Force Microsoft Office 2000 software. Software must be able to run continuously for months while compiling data to include worker and work station monitoring. Software must be capable of statistical data for all monitored points. Software must be upgradeable for any future needs without requiring modification to work bench units.
