Description
Public Law (PL) 106-117, The Veterans Millennium Health Care & Benefits Act, authorized VHA to conduct a Pilot Program in Assisted Living. VISN 20 was selected to be the site for this Pilot Program and plans to implement it through the use of contracts with state licensed facilities in all four states within the VISN 20 (Alaska, Idaho, Oregon, and Washington). The pilot program will demonstrate a way to fill an important gap in VHA?s continuum of care and will utilize only Medicaid licensed facilities located throughout the service areas of VISN 20 in order to assure appropriate access for Veterans as near to their home community as possible. The use of Medicaid approved facilities will allow a seamless system of care for the veteran transitioning to Medicaid as the likely continued source of funding once VHA has paid for the transitional period allowed through the Pilot Program. There are several goals for the Pilot Program and more detail can be found regarding the overall project on the VISN 20 LTC Website: http://www.visn20.med.va.gov/ltc/. The contracted vendors participating in this pilot program with VISN 20 agree, through the establishment of this contract, to collaborate and cooperate with local VAMC Pilot Program staff as well as the evaluators of the project, HSR&D staff members, in the implementation and evaluation of the Pilot Program. The Facility shall be State licensed and certified for Medicaid reimbursement. The Facility shall establish and maintain a written, individualized plan of care for each resident, and ensure that care provided meets the health needs and promotes the maximum well-being of VA Veterans. Services will be furnished by appropriately trained staff available 24 hrs per day, seven days per week to ensure the total appropriate care and oversight of the veteran including attention to their medical and psychosocial needs. The care and services provided will include: room in a home-like environment with adequate space and privacy; meals and snack plus assistance in eating if necessary; routine health monitoring and medical assessment with limited nursing care and medication oversight as needed; personal care & hygiene assistance; laundry and housekeeping services; social, recreational, spiritual, and life enrichment activities and services as appropriate for the residents; assurance of transportation and attendant care (if needed) for medical appointments and social outings; and other services or supplies commensurate with the VA authorized level of care, without extra charge. Geographical Distribution: Geographical Distribution: Contracts shall be awarded in accordance with the geographical coverage/catchment area of the Spokane VA Medical Center. One or more contracts may be awarded within this area. The counties that compose the area in which Assisted Living Services may be required are: Washington: Okanogan, Douglas, Grant, Ferry, Lincoln, Adams, Stevens, Pend Oreille, Spokane and Whitman; Idaho: Benewah, Bonner, Boundary, Kootenai, and Shoshone; Montana: Lincoln. Pre-Offer Conference: A Pre-Offer Conference will be held on August 8, 2002, at 1:00 p.m. local time at the VA Medical Center Spokane, 4815 N. Assembly St, Building #1, 7th Floor, Room C729 in order to discuss the requirements and related issues of this solicitation. Offerors are encouraged to attend.
