Description
The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment, through services provided by the HHS/Program Support Center, intends to award a one year, sole source, simplified acquisition to the Islamic Society of North America (ISNA). The purpose of the contract is to support the capacity building efforts of Islamic grassroots community organizations to provide effective treatment services to the community and to provide them with the technical assistance and training necessary to compete successfully for Federal grant funds. Under the terms and conditions of the contract, ISNA will convene a 1 1/2 day technical assistance workshop on the following topics: substance abuse treatment, prevention and violence prevention practices, basic grant writing and program evaluation. One day shall be devoted exclusively to grant writing and 1/2 day to program evaluation, treatment and prevention best practices. This procurement is being awarded in response to the President's Executive Order of January 2001 (Charitable Choice) which requires that Agencies identify and eliminate regulatory, legislative and programmatic barriers that prevent faith-based and community organizations from competing for Federal dollars. At this time, the Government knows of no other organization as uniquely qualified to undertake this procurement. This is not a request for competitive proposals. Award will be made utilizing simplified acquisition procedures in accordance with FAR 13.106-1(b). No solicitation is available for this requirement. Interested concerns may submit a capability statement within 15 days after the publication date of this notice. All timely responses will be considered, however, a determination by the Government not to compete this requirement based upon the responses received is solely within the discretion of the Government.
