Description
This notice is a combined synopsis/solicitation Notice of Intent. The Government intends to negotiate on a sole source basis with Primm Labs Inc. for a Peptide Array Synthesizer, Auto Spot Robot ASP 222, in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The Rocky Mountain Laboratory of Human Bacterial Pathogenesis requires a Peptide Array Synthesizer, Auto Spot Robot ASP 222. The ASP must be capable of performing semi-automated peptide synthesis of up to 1600 peptides (up to 40 amino acid residues in length) using fmoc chemistry on 4 cellulose membranes simultaneously; capable of handling 44 amino acid derivatives and generate overlapping peptides of different lengths. The ASP must load 0.5-0.6 umol of peptide/cm2 in a volume of 0.1-200 ul at a speed of 22 spots/min. The ASP must be supplied with acid-hardened cellulose membranes derivatized with a polyethylene glycol space. The capacity of the membranes must be 300-400 nmol/cm2 free amino groups. The software included with the synthesizer must allow the user to enter protein or peptide sequences from an external database and generate overlapping peptides or peptide variants from a protein sequence. This announcement constitutes the only solicitation, quotes are not being requested and a written solicitation will not be issued. The solicitation number is issued as a Notice of Intent (NOI-RML-20016. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-07 dated 04/30/02. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a Total Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 334516 and the size standard is 500 employees. SCHEDULE: Furnish: (1) One Auto Spot Robot ASP 222, Catalog No: 30.000; (2) One Needle for ASP (complete), Catalog No. 30.060; (3) One (pack of 4) Derivatized Membranes, Catalog No: 30.100; (4) One Set of 20 Amino Acids Cartridges, Catalog No: 30.700; (5) One Filter Support (pack of 40), Catalog No: 30.110. Primm Labs Inc. (Cambridge, MA) is the only US company to offer the Auto Spot Robot. The Auto Spot Robot ASP 222 design and the SPOT synthesis method used to synthesize the peptides on the cellulose membranes is protected by US patent 97 86 74. FOB Point shall be Destination, Hamilton, MT. Inside delivery shall be 30 days after receipt of order (ARO). Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT. The following FAR provisions and clauses apply to this acquisition: 52.212-1 Instructions to Offerors-Commercial; FAR 52.212-2 Evaluation--Commercial Items. Award will be based on: 1) The capability of the item offered to meet the above stated salient characteristics; 2) Warranty; and 3) Price; FAR 52-212-4 Contract Terms and Conditions--Commercial items; FAR 52-212.5 Contract Terms and Conditions required to Implement Statues or Executive Orders--Commercial Items. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3 Offerors Representations and Certifications--Commercial Items. Warranty information to include period and coverage, shall be stated. Responses to this NOI may be mailed or faxed to the POC indicated above (Fax -- 406-363-9288). Offers must be submitted not later than 4:30 PM (MDST), August 12, 2002. Copies of the above referenced clauses are available upon request, either by telephone or fax. All responsible sources may submit an offer that will be considered by this Agency.
