Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Chemical Electro Physics Company (CEP), of Hockessin, DE, for acquisition of one (1) Slit Die/Dielectric Spectrometer System. The system will be used in the Fire Research Division to monitor on-line changes in the dielectric constants of polymer blends of commodity polymers and correlate these dielectric constants to heat release rates to develop high throughput technology. *****A one-year (return to vendor) warranty on parts and labor shall be included.*****Sole source determination is based on the Government's need for: (a) a dielectric sensor identical to that attached to a different extruder used in another NIST Group, to permit comparison of mixing techniques; and (b) a unique type of sensor system that allows NIST's researchers to do on-line measuring of polymer extrusion processing. Chemical ElectroPhysics Co. is the only known manufacturer of a sensor that employs a proprietary method to deposit robust electrodes on a ceramic substrate, which is then mounted to the ceramic substrate in the barrel of an extruder where it has to withstand high temperatures and abrasion of filled polymer resins. CEP is uniquely qualified to fulfill the Government's needs by providing the CEP Dielectric Slit Die and Proceptor ? Data Acquisition System Package.*****Delivery shall be FOB Destination, Gaithersburg, MD, and is required within ninety (90) days or less after receipt of purchase order (ARO).*****The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 Employees.*****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by August 13, 2002, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.*****
