PART: U.S. GOVERNMENT PROCUREMENTS CLASSCODE: Z--Maintenance, Repair or Alteration of Real Property OFFADD: USDA, ARS, FMOD, BA, Purchasing Section, 10300 Baltimore Ave., Bldg. 003 Rm 321, Beltsville, Maryland 20705-2350 SUBJECT: Asbestos Removal from Greenhouses, Range 1 SOL: AsbestosR1 DUE: 08-30-02 POC. T.C. Mitchell DESC: Supply all labor, material, supervision, equipment and transportation to remove asbestos from Greenhouses Range 1, 10300 Baltimore Ave, Beltsville Agricultural Research Center(BARC), Beltsville, Maryland 20705. All asbestos removal and disposal shall be done in full compliance with the State of Maryland regulations. Control and disposal of asbestos and ACM are to be included in the contractors asbestos abatement procedures in accordance with RCRA and OSHA regulations and approved by BARC as required in BARC Construction Authorization Form. Regulated ACM must be stored and sealed in non-puncture proof bags and labeled in accordance with COMAR 26.11.21.01 to 26.11.21.13 and disposed of in approved landfills. A bill-of-lading or similar transfer document signed by the BARC representative must accompany the ACM to the landfill. The landfill acknowledges acceptance of the material by signing the bill-of-lading (document) which is returned to the COR/COTR which is furnished to SOHES Environmental Unit. Work consist of but is not limited to: 1. Remove the transite benches from greenhouse 4, there are 12 benches to be removed from the 2 back sections of the greenhouses, these benches cover all the space in the 2 greenhouse sections except for the corridors between the benches. 2. Remove the transite benches from greenhouse 5, there are 23 benches in this greenhouse, these benches cover all the space in the greenhouses except for corridors between the benches, remove all the transite material on the outside of this greenhouse on the evaporator condenser framing. 3. Remove the two transite benches in greenhouse 6, there is one bench in section 3 and section 4 of this greenhouse, remove the loose transite material on the floor in sections 1, 3 and 4. 4. Remove the 26 transite benches from greenhouse 7, remove all the transite material on the outside of this greenhouse on the evaporator condenser framing, remove all the loose transite panels in section 1 and 3 of the greenhouse. 5. Remove the 23 transite benches in greenhouse 8. Remove all the loose transite panels in the elevator room, section 1 and section 2, remove the asbestos pipe insulation inside this greenhouse, this greenhouse has approximately 100 lineal feet of steam pipe overhead and approximately 42 linear feet of steam pipe on the ground that is insulated with asbestos. There is other pipe which is not insulated or pipe which is insulated with fiberglass. The contractor has to do nothing with this pipe. 6. Remove the 14 transite benches in greenhouse 9. 7. Chip the 3/4 inch concrete bed between the bottom of the metal greenhouse frame and the block parapet wall on greenhouse 10A and 10B, this concrete bed is installed on the entire perimeter of both greenhouses. 8. Remove all caulk between concrete base of greenhouse and metal greenhouse, caulk is installed on the entire perimeter of greenhouse 11. 9. Remove the 24 transite benches in greenhouse 14, this greenhouse has approximately 228 linear feet of steam pipe overhead. 10. Remove the 18 transite benches in greenhouse 15, this greenhouse has approximately 172 lineal feet of steam pipe overhead. 11. Remove the 26 transite benches in greenhouses 16, this greenhouse has approximately 334 lineal feet of steam pipe overhead. The solicitation is being issued as a Request for Quotation (RFQ) in accordance with Simplified Acquisition Procedures, FAR Part 13 and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-07. This project is restricted to HUBZONE small business concerns only. The solicitation number AsbestosR1 RFQ packages, drawings, regulations and codes will only be available by downloading the information from the Internet website http://www.fedbizopps.gov on or about August 2, 2002, no documentation will be mailed to contractors. The NAICS Code for this project is 562910 with a small business size of 12.0 million. This job is to be completed 90 days after Notice to proceed from the Contracting Officer. All work shall be in compliance with the Statement of work, USDA Special Conditions part II, USDA clauses, wage rate MD020057 mod. 7, drawings and specs all are applicable attachments needed for this project and can be found on Fedbizopps site, http://www.fedbizopps.gov and will be available for interested parties to download from that site on or about August 13, 2002. No hard copies of this project will be provided. No documentation will be mailed from the contracting office, contractors are responsible for downloading the documents from the Internet website http://www.fedbizopps.gov only. Notification of any changes to this solicitation (amendments) shall be made via the Internet. It is the contractors responsibility to check the Internet site for any posted changes to the solicitation. Any questions about this project must be in writing via fax, mail or e-mail. Only one site visit will be conducted on August 19, 2002, 11a.m. All contractors are asked to meet at 11am in Bldg. 003 Circle Drive (lobby area) off of 10300 Baltimore Ave, Beltsville, MD 20705 before going to the greenhouses. The Government recommends that contractors providing a quote for this project visit the site and make themselves aware of the site conditions. Questions received (if any) and their answers will be available on the Fedbizopps website for you to download on or about August 23, 2002. Quotes are due on August 30, 2002 by 4pm EST and can be faxed to 301/504-0333, mailed or hand delivered to the office address. A firm fixed price purchase order to be awarded approximately September 6, 2002. Magnitude of project is between $25,000 and $100,000 and will be procured using Simplified Acquisition Procedures and is set aside for HUBZONE small business concerns. A firm fixed price purchase order will be awarded to the responsible/responsive offeror whose offer conforms to the solicitation and is considered most advantageous to the Government. NAICS code is 562910 with a small business standard of 12.0 million. FAR clause 52.228.13 Alternative Payment Protection applies to the successful offeror citing a Payment Bond or Irrevocable letter of Credit must be presented to the Contracting Officer within 10 days after Notice to Proceed.
