Description
NA Reference is made to previously released synopsis for Solicitation No. DACA83-02-R-0027, posted 10 July 2002. This 1st modification is being issued to revise Items 1 and 2, Contract Information and Project Information, respectively, under the Description as follows: 1. CONTRACT INFORMATION: Architect-Engineer services, procured in accordance with PL 92-582 (Brooks A-E Act) and FAR Part 36, are required for the design of MILCON Projects FY04 Replace Hydrant Fuel System, FY05 Expand Strategic Airlift Aircr aft Ramp, and various Operation and Maintenance Projects at Hickam Air Force Base, Hawaii. This announcement is open to all businesses regardless of size. A firm, fixed-price contract will be negotiated. The contract is anticipated to be awarded in Janu ary 2003. The selected firm, if a large business firm, must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The subcontracting goals for this contract are that a minimum of 61.4% of the contractor's intended subcontract amount be placed with small business (SB), which includes small disadvantaged businesses (SDB), and WOSB. The subcontracting plan is not required with this submittal but the succesful large business firm must submit an acceptable plan before any award can be made. 2. PROJECT INFORMATION: Design of MILCON Projects FY04 Replace Hydrant Fuel System and FY05 Expand Strategic Airlift Aircraft Ramp, and various Operation and Maintenance Projects associated with th e MILCON Projects which may include Repair/Inspect Tanks, Repair Dikes, Replace Fuel Recovery System, and remediation of non-hazardous contaminated soils encountered during construction. All projects are located at Hickam Air Force Base, Hawaii. The tota l Estimated Construction Cost for all projects is more than $10,000,000. The Hydrant Fuel System involves replacement of the existing modified Phillips Hydrant System with a Type III pressurized loop hydrant refueling system. Included are a 3,600 gpm pum phouse; 12 hydrant pits with 4-inch pit control valves capable of delivering fuel at 600 to 900 gpm; stainless steel loop piping; emergency generator; cathodic protection; microprocessor controls, and all associated utilities. The Strategic Airlift Aircra ft Ramp involves expansion of existing aircraft parking ramp to accommodate at least twelve C-5 aircraft. Ramp work includes reconfiguration of islands, expansion of concrete ramp, ramp lighting, drainage, archaeological monitoring, soil remediation, and appurtenances. No other changes affect the previously released synopsis.
