Description
The Federal Correctional Institution (FCI), Greenville IL, is soliciting for an Instructor for female inmates enrolled in the Parenting Program at the Federal Prison Camp (FPC). The types of services required will include, but not be limited to course planning and preparation, course instruction, and record keeping for the program. SCHEDULE: Under normal circumstances all instruction for the Parenting Program will be conducted in a one (1) 2-hour session each week (Thursday, 1:30pm-3:30pm), for sixteen (16) sessions. There will be three (3) classes of 20-25 students, for a total of 48 sessions during the course year. Federal holidays are excluded. SUPPLIES: The government will supply the classroom space, books, pencils, paper, and all related materials. The contractor will have access to telephone, fax, and photocopying equipment; contractor must make his/her own copies as part of class preparation. CONTRACT PERFORMANCE PERIOD: Any contract resulting from this solicitation will consist of one base year, October 1, 2002, thru September 30, 2003, followed by up to three (3) option periods, each beginning on October 1 of each subsequent year. The entire contract period will not exceed four (4) year. The government is not obligated to exercise any or all of the option periods. INSTRUCTOR QUALIFICATONS: The individual providing the instruction must, at a minimum, have successfully completed a 4-year college program. Experience related to Parenting Instruction may be substituted. Approval for such substitution can only be given by the Contracting Officer and the Contracting Officer's Technical Representative (COTR). SECURITY ISSUES: Any individual who performs the parenting instruction must submit to, at a minimum, the following security investigations: National Crime Information Center (NCIC) check, fingerprint check, name check, employment history check. The instructor must adhere to all policies and regulations prescribed by the Federal Bureau of Prisons. Therefore, prior to commencing the contract work, he/she must attend an orientation class given at the work location. The instructor will not be responsible for supervision of inmates (that is the responsibility solely of the Federal Bureau of Prisons), but must report, verbally and/or in writing, any infraction of those rules and regulations by an inmate to the COTR. STATEMENT OF WORK: The expected curriculum should consist of the following topics: (a) Skills for Family Support - analyze & meet the needs of the family, job search & retention skills, family budgets, stress management, setting priorities; (b) Family Literacy - raise the literacy level of the inmate and corresponding family members; (c) Substance Abuse Education - the effects of substance abuse and impact on children and family members, strategies to break substance dependency; (d) Prenatal Care for Expectant Mothers - how to achieve & maintain physical fitness, develop & maintain proper diet, evaluate various methods of childbirth, understand appropriate infant care; (e) Community Outreach - contractor will undertake outreach efforts with community-based agencies to identify needed services for the inmate parent and family members (e.g., veterans benefits, welfare support, childcare services, healthcare services, etc.). The determination of successful completion of the program will be the sole determination of the Parenting Program Instructor, based on the inmate's fulfillment of classroom assignments/projects and participation in a minimum number of classroom hours. SUBMISSION OF QUOTATION: On letterhead or business stationery, offeror may mail response to the address below, or fax response to Contracting Office, 618-664-6398, no later than 4:00pm, August 19, 2002. The following information is required: The unit price of each session, extended to the total annual price (for example: Base Year, 48 sessions @ $______ per session, total $ ______ per year). Indicate pricing for Base Year and all three (3) Option Periods. Also include all information regarding education and experience. The award will be based on the offer providing the lowest price to the government which also provides the best value for the services. This acquisition of 100% set-aside for small business, but all responsible sources may submit a bid, proposal, or quotation which will be considered by the government. This is not a sealed bid. Any contract resulting from this solicitation will be a firm, fixed-price contract.*****
