- Description
- The Department of the Navy, Space and Naval Warfare Systems Center (SPAWARSYSCEN)-San Diego intends to negotiate a Cost Reimbursement, sole source contract with the University of California, San Diego (UCSD) for the research, development, design, and analysis of Photonic Integrated Circuit to support Optical Domain Tunable Microwave Filtering for Multifunction Antennas. UCSD's unique design for a planar photonic integrated circuit that functions as a microwave filter is based upon a novel optical technique. UCSD?s expertise in both microwave photonics and semiconductor processing provides a unique capability to quickly achieve prototype evaluation results, which is a major requirement of this contract. The Government has determined that this procurement is not available for competition because of the substantial duplication of cost, not recoverable through full and open competition, should it be necessary for another contractor to become familiar with the technologies developed. As a result, it is estimated that unacceptable delays would result while another contractor developed the specialized knowledge and skills required. This contract's period of performance is for a base period of one year and two, one-year options with an estimated cost of less than $200,000. See government-wide numbered Note 22.
