- Description
- The Department of the Navy, Space and Naval Warfare Systems Center (SPAWARSYSCEN)-San Diego intends to negotiate a Cost Reimbursement, sole source contract with the University of California, Santa Barbara (UCSB) for the research, development, design, and analysis to support the Wavelength Steering for Analog RF Photonic Link Filtering. UCSB?s knowledge base of the performance of wavelength conversion techniques in digital telecommunications systems is unparalleled. UCSB's background in digital applications combined with their understanding of analog performance requirements in military-type antenna remote links makes UCSB uniquely poised to provide the appropriate research analysis and recommendations for future development work. The services require measure and analyze research components, which are not available from any other source. The Government has determined that this procurement is not available for competition because of the substantial duplication of cost, not recoverable through full and open competition, should it be necessary for another contractor to become familiar with the technologies developed. As a result, it is estimated that unacceptable delays would result while another contractor developed the specialized knowledge and skills required. This contract's period of performance is for a base period of one year and two, one-year options with an estimated cost of less than $200,000. See government-wide numbered Note 22.
