NA This is to announce issue of draft RFP DAKF04-02-R-0001 to obtain industry review and comment. INFORMATION IN THIS DRAFT RFP IS FOR PLANNING PURPOSES ONLY. IT DOES NOT CONSTITUTE AN INVITATION FOR BID OR A REQUEST FOR PROPOSAL, NOR IS IT CONSTRUED AS A C OMMITMENT BY THE GOVERNMENT. INTERESTED PARTIES ARE ASKED TO SUBMIT COMMENTS AND SUGGESTIONS TO THE POINT OF CONTACT LISTED IN THIS ANNOUNCEMENT NOT LATER THAN 2 SEPTEMBER 2002. Following receipt of comments and suggestions, RFP DAKF04-02-R-0001 will be issued to solicit offers on the following requirements. This is an A-76 Commercial Activities study, with award of a contract contingent on the outcome of an A?{76 cost comparis on. The contractor will be required to provide resources and management necessary to perform the Material Management Center (MMC) support services at the National Training Center, Fort Irwin, California, with services required on a continuing annual basis. Fort Irwin is located approximately 40 miles northwest of Barstow, CA in the Mojave Desert. The contractor will be required to provide resources and management necessary to perform tasks in support of the Materiel Management Center missions and functions. Materiel management missions are to advise, assist, and support the Theater Support Command Commander in all matters pertaining to coordination, definition, and execution of the MMC mission to support the material management mission for Fort Irwin. The m ajor functional areas included in the work to be performed under the Performance Work Statement include General support, TSC/MMC AIS Support, STAMIS System Support and Integrated Logistic Administrative Process (ILAP). Work includes, but is not limited to, all automation network maintenance, troubleshooting, training, and support to the Theater Support Command (TSC) and MMC, logistical services and support of STAMIS systems, and its successor, to Installation units, rotational units and AR 5-9 units as requ ired, and manage the Integrated Logistics Analysis Program (ILAP) for Ft Irwin, and Fuels Automated System (FAS) and Rotational Billing System (RBS) for MMC. The Government intends to award a cost plus award fee with incentive provision contract. The estim ated contract value (base year plus four option years) is expected to be approximately $2.7M. The FSC or Service Code is D301, ADP Facility Operation & Maintenance Services, and the North American Industry Classification System (NAICS) Code is 541519, Oth er Computer Related Services (SIC 7379 Computer Related Services, NEC). A portion of the work to be performed is in known hazardous areas and in areas where live ammunition (e.g., bombs and ammunition rounds) is being loaded.*****
